The General Appropriations Act (78th Legislature), Article IX, Section 4.07 (Contract Workforce) requires agencies and institutions of higher education to file a report each year on their compliance with contract workforce requirements. This report must include a description of how the agency or university has complied with provisions of the rider and an evaluation of the work performed by a contract workforce.

For purposes of this reporting requirement, the State defines a Contract Workforce as independent contractors, temporary workers supplied by staffing companies, contract company workers, and consultants.

Prior to engaging the services of someone who might be included in this category, please review the procedures in depth. If the workforce meets these qualifications, these procedures must be reported to the State.
